DFEEST recommends that tenderers and contractors commence planning for the workforce and skills requirements of contracts early in the tender or contract stage.

Process for planning the workforce and skills requirements of a project
- Read the Workforce Participation in Government Procurements Policy and Guidelines
- Familiarise yourself with the templates for a Workforce Participation and Skills Development Plan (for contracts $5 million-$50 million) or Strategy (for contracts $50 million and above) which will be required of a successful tenderer
- Note the support available to you to meet the 15% target
- Before tendering, obtain evidence of capacity to comply with the 15% target, including strategies used in previous contracts to employ and up-skill workers
- Contact DPTI regarding Policy requirements if clarification is required
- Contact DFEEST if help is needed with skills and workforce planning or linking with potential employees from the target groups
- If awarded the contract, develop a Workforce Participation and Skills Development Plan (for contracts $5 million-$50 million) or Strategy (for contracts $50 million and above).
